Foreign Resident Registration

Registration Is Obligatory
All foreign residents who live in Japan must complete registration procedures at their local municipal office and receive a foreign resident registration card. All foreign residents who plan to live in Japan for 90 days or longer must complete the registration procedures. Those who are in Japan only temporarily, such as tourists, do not need to apply. The foreign resident registration card is issued approximately two weeks after application. This means that you must come to the municipal office service counter again to pick up your card.

Application for Changes in Registration

The person who comes to the service counter should bring some form of his/her own personal identification.

Certified copies of foreign resident registration are issued at the Foreign Resident Registration Subsection, local Chiiki Centers (community centers) and City Administrative Service Corners.

  1. Can foreign residents register personal seals?
    If you are 15 years of age or older, you can register a seal that has your full name, nickname, last name only or first name only on it as long as that name is registered in your foreign resident registration.

  2. I will not be able to renew my foreign resident registration card at the City Office during the specified period because I will be overseas. What should I do?
    Please complete the designated procedures as soon as you return to Japan. Please bring your passport, two photos and your foreign resident registration card.

  3. Are there certain procedures I need to follow when I return to my home country?
    If you are returning to your home country, no special procedures are required. If you are returning to your home country without a reentry permit, please turn in your foreign resident registration card at the Emigration Booth at the airport.

  4. Where do I renew my visa or obtain a reentry permit?
    Those who live in Shinagawa City should complete the designated procedures at the Tokyo Regional Immigration Bureau* (Tel: 5796-7112).
